The Foreword provides background on the standards process for VRML. The Introduction describes the purpose, design criteria, and characteristics of VRML. The following clauses define part 3 of ISO/IEC 14772:

  1. Scope defines the problem area that the VRML UTF-8 encoding addresses.
  2. Normative references lists the normative standards referenced in this part of ISO/IEC 14772.
  3. Definitions contains the glossary of terminology used in this part of ISO/IEC 14772.
  4. Concepts describes various fundamentals of VRML.
  5. Encoding of fields and events specifies the UTF-8 encoding of datatypes used by nodes.
  6. Encoding of nodes specifies the UTF-8 encoding of VRML nodes.
  7. Conformance describes the conformance requirements for VRML implementations of the UTF-8 encoding.

There are several annexes included in the specification:

  1. Grammar definition presents the grammar for the VRML file format.
  2. Examples includes a variety of VRML UTF-8 encoded example files.
  3. Bibliography lists references which may have more information.
