SUBJ: EXPORT OF ENCRYPTION SOFTWARE TO THE US

An export of the "Paysafe" financial package will be approved, once we have received sufficient end-user certification, provided that the library of encryption algorithms is limited to DES (but not triple DES) and any required hash algorithms [1].

We will grant an approval on the basis of a faxed copy of the end-user certificate, but we will need the original copy of the end-user certificate to be forwarded to us.

Grateful for an indication if you wish to maintain your application for the rest of the library of encryption algorithms. If you do, it will require further lengthy consideration with no certainty as to the outcome.

Yours sincerely

for Secretary of Foreign Affairs and Trade

[1] Still no mention of key exchange or signature algorithms, making the whole thing essentially useless.
