NAME
       nologin  -  prevent  non-root  users from logging into the
       system

DESCRIPTION
       If the  file  /etc/nologin  exists,  login(1)  will  allow
       access  only  to  root. Other users will be shown the con-
       tents of this file and their logins refused.
